PCO, MOI Introduces PIM and COM to 250 people (54 women) from target communities, LEAP project



Siem Reap: Project Coordination Office, Ministry of Interior (PCO/MoI) organized an orientation workshop on “Livelihood Enhancement and Association of the Poor (LEAP), and Project Implementation Manual and Community Operational Manual (PIM/COM) for two days on July 4-5, 2019 in Siem Reap administration hall. The World Bank provides financial support to the LEAP project for two year-project implementations from 2017 to 2022. The project works with urban and rural poor households for improving access to financial services and opportunities to generate incomes and small-scale infrastructure in 47 communes in Siem Reap and 13 Sangkat in Phnom Penh. This workshop aims to introduce sub-national project management staff, DFs, CFs, understand strategic direction and methodologies addressing in PIM and COM.

The workshop was presided over by HE Ngy Chanphal, Secretary of State, Ministry of Interior, and as LEAP Coordinator, Mr. Pov Piseth, Deputy Governor, Siem Reap Province, Mr. Heng Sophat, LEAP Project Manager, along with the attendance of about 250 participants (54 women), as government officials and national consultants from IA, representatives from the World Bank, NGOs, CAHEW, deputy of district governors, chiefs of commune and Sangkat.

In his welcome remark, Mr. Pov Piseth, Deputy Governor of Siem Reap province, stressed that the implementation of the LEAP project has aligned with national and sub-national policies. Those policies concerning a law on the administration of Commune/Sangkat well integrated into the project implementation, which have addressed in the decentralization and decon-centration of the Government.

In his opening remark, H.E. Ngy Chanphal, Secretary of State, and as Project Coordinator, informed the workshop participants that the project was designed with a clear vision and objectives to build social capital, and giver the voice and opportunities to the poor in planning and managing their destiny. He illustrated that that based on experiences and social and economic trends in Cambodia, livestock production is not only produced for family consumption but to serve market demand and the economy. 

The LEAP project was designed based on the principle of “not giving fish, but teaching the poor how to fish.” It is a principle that the establishment and strengthening of self-governing community institutions. For instance, supporting self-help groups, producer groups, and farmer communities in response to the demand of market and economy to help their members or individuals with opportunities to generate income; increasing their ability to access financial or credit facilities to run their own business, and connecting them to a significant market and business opportunities.

H.E Ngy Chanphal advised all project teams to work hard following through the term of reference to achieve the project objectives. He said that the existing policies and procedures to support local administration, such as communes / Sangkat and mobilize human resources and technical support from national and sub-national levels, would help the project team at the community level more effectively. He said more collaborative working across the project team would be a potential solution to ensure the quality of work, and project success to benefit the poor target communities.

PIM and COM provide basic principles, best practices, and options to assist the project management team, especially FFs, CFs, and involved stakeholders in the strategic direction and endorsed policy documents and recommendations in achieving sustainable and functional collaboration at working environment interface. Even if the project well functions by using PIM and COM and its associated operational tools as a capacity-building exercise for sub-national management, additional training might be needed.

In a closing remark, Mr. Heng Sophat, LEAP project manager, reviewed the results of the workshop, identified possible project team assistance in response to recommendations put forward by the participants, and addressed closing remarks at 12:15 pm.
