LEAP Project Management Structure

Ministry of Interior (MoI) serves as the Executing Agency supervising and guiding the overall of project management. Project Coordination Office (PCO) serves as the national project coordination with all Implementation Agencies (IAs). To ensure the project well implemented with good results, PCO was established in the Ministry of Interior and coordinated by H.E. Gny Chanphal, Project coordinator, and headed by H.E. Prak Samoeun, Project Director, currently as Director General of Administration, Ministry of Interior, and Mr. Heng Sophat, LEAP project manager, who is daily monitoring and managing project.

Maintaining a national level Steering Committee and Project Coordination Office, the project implementation follows Government principles of decentralization and deconcentrating, assigning key functions of planning and implementation, including procurement activities, to sub-national levels, and is supported by the project management and implementation consultants. Based on the pilot phase, and adapted to the current institutional environment, project administration structures have been designed to reflect the dual rural and urban project components and implementation requirements.

Project Management consists of 27 designated personnel from Ministry of Interior, Ministry of Agriculture, Forestry, and Fisheries (MAFF), Ministry of Economic and Finance (MoEF), Phnom Penh Capital Hall (PPCH), and Siem Reap Provincial Administration (SRA).

Implementation Consultants (IC) consists of 108 person-months of national​ consultants to provide technical support to the PCO, PPCH-SMT, SR-SMT, MAFF in efficient management and implementation of the project.
