LEAP Project Management Committee Meeting

Phnom Penh: Thursday, September 19, 2019 at Cambodiana Hotel, Project Coordination Office, Ministry of Interior, organized Livelihood Enhancement and Association of the Poor (LEAP) Project Management Committee meeting to review progress update, challenges and the way forward. Mr. Heng Sophat, LEAP project manager, led the meeting on behalf of H.E Prak Samoeun, Director General of General Directorate of Administration, Ministry of Interior, and as LEAP Director, who provided closing remark in the afternoon. The meeting were attended by H.E Hout Hay, Deputy Governor of Phnom Penh Capital Hall and as Phnom Penh-Leap Project Manager, H.E. Ly Samrith, Deputy Governor of Siem Reap Provincial Administration, and as Siem Reap Leap Project Manager, and Dr. Mao Minea, Director of Agricultural Education Department, Ministry of Agriculture, Forestry and Fisheries (MAFF), the participation of 51 participants, 12 participants as women, from IAs and PCO.

Speaking at the opening remark, Mr. Heng Sophat stressed that 2019 is the 2nd year of LEAP project implementation, which involved project staffs in accelerating project implementation in order to overcome challenges and ensure successful implementation project. While substantial progress has been made over the year in implementing project plan activities, such as procurement plan to provide decent office equipped with desk, table, computers and other materials to be used for small scale infrastructure in target communities of the project. Last, but not least the establishment of local institution for the poor through the creation of Self-Help Groups (SHGs), and skill development for the poor and youth.

The meeting agenda covered: (1) project progress update, challenges, the way forward, (2) progress of component 1 implemented by Siem Reap LEAP project, (3) project progress of component 2 implemented by Phnom Penh LEAP project, (4) agriculture support activities updated by the Ministry of Agriculture, Forestry and Fisheries (MAFF), and (5) group discussion by sectors, which included financial management, contract agreement and management of subproject contract of small scale infrastructure, and monitoring and evaluation system.

Siem Reap Leap Project presentation provided by H.E. Ly Samrith. He started his presentation by updating the meeting that the project is on the right track and alignment with project objectives. Consequently, SR-SMT has achieved remarkable results such as successfully established SHGs, skill development plan developed and implemented, and small-scale infrastructures implemented. Regarding the SGHs, H.E. Ly Samrith said the project has achieved 33.6 % of established self-help groups with 40% or more of target saving of demand, expecting more progress in coming months. With regarding the skill development, he expressed his though in an optimism about the process of selecting youths for the short- and long-term course at institution partners in Siem Reap, which Currently, 15 students have attended the short course of electric engineering, air conditioner, garment. Four institution partners including Angkor Institute, Techor Institute, APork, and Life and Hope Association have been engaged with to provide more opportunities to youth for last semester of this year. Last of his presentation was on subproject of infrastructure, which 13 sub-projects were implemented, and five among them completed with 100% and 8 contracts being implemented around 40 %.

For component 2, Mr. Nov Vath​ presented Phnom Penh LEAP Project, highlighted skill development plan, awareness raising of skill need among youth, recruitment process of trainees, soft skill training, and awarding certificate of completion. He illustrated that one feature was a link to enrichment programs related to their career, such as internship programs after course completion, as well as undergone negotiation with training service providers, which would be opened for new applicants in few months. Currently, 141 applicants (69 women) with ID Poor (1&2) and without ID poor registered to take the course. The project decided to recruit 15 trainees among them for phase I to attend their respective fields of expertise, including Salon and Wedding, multiply moto mechanics, cooking and coffee making, electronics, telephone and optical science at partner institutions in Phnom Penh. Regarding public services and local infrastructure in urban, Mr. Vat said that five concrete sub-projects are being implemented in 2019 in seven Sangkats in Phnom Penh, including Dangkao, Chamchao2, Prey Veng, Chbar Ampov 2 and Beoung Kak 1. The project recently prioritized sub-projects through conducting visibility study on social and environmental impacts, and technical deals prior to full implementation in 2020.

Mr. Chan Srey Nhak, represented Ministry of Agriculture, Forestry and Fisheries (MAFF), began her presentation on the key results achieved under the support of MAFF, highlighted the importance of enhancing and strengthening capacity of the poor in agriculture by supporting capacity building of self-help groups through the three technical training workshops on poultry farming, family garden techniques and rice production with participation of 25 veterinarians (CAHEWS) including 6 women. The team also organized a group of 272 producers, including 255 women farmers who are interested in family gardening, pig raising and backyard chicken. By 2020 she said the team would select a recruit successful farmer in growing livestock and family gardening to continuously guiding others for agricultural products and help them access new markets and generate income to support their families.

In closing remark, H.E. Prak Samoeun offered special thanks to all meeting participants who are working hard to implement successful project. He acknowledged that the significant progress of the project has been made in 2019, by achieving 48% of all most sectors. He encouraged all project staffs at sub-national levels to take leadership and proactively participation of local authorities, including chief of communes and district in managing skill development, public service support and local infrastructure, since they are working directly with their community people; for instance, their participation in creating SHGs, and infrastructure construction.

Regarding social and environmental safeguard, H.E. Prak Samoeun recommended all IAs strengthening social and environmental safeguard before and after construction, by explaining local communities the impact and economic benefits for their communities they are living in. For more effectiveness and efficiency, he requested all project staffs at the subnational level to regularly organize meeting, perhaps monthly, with participation of commune and district facilitators to collect inputs and problems solved. At the end of his closing remark, he wished all project staff the greatest success and safe travel back home. The meeting was closed at 5:00 pm with friendly relationship among the staffs and management team.
