Technical Workshop on the preparation of action and budget planning, financial management, and PIP 2020

Koh Kong province: On August 22, 2019, the Siem Reap Livelihood Enhancement and Association of the Poor (SR-LEAP) project held a 2-day workshop to mark an action and budget plans, and financial management. This workshop was part of the strengthening implementation of Financial Management Manual (FMM) and Guideline in response to the 5th World Bank Implementation Support Mission’s recommendation was made in June 2019, and the need of action and budget planning 2020.

The budget plan framework is to identify and track all LEAP project expenditures. The framework will enable expenditure analysis for each Implementation Agencies (IAs)’s actions, and allow for consistent reporting by spending Implementing Agencies (IAs) and Project Coordination Office (PCO), and budget planning. This capability will reinforce efforts to strengthen LEAP project financial management and budget planning in general, and specifically enhances the ability of AIs and PCO to allocate and manage resources towards the full implementation of LEAP project.

The workshop was also an opportunity to introduce principle and procedure of budget plan preparation, PIP 2020, budget analysis and expenditures, procurement, and discussion on skill development, Self-help Group (SHGs) creating approaches that could further support ongoing improvement project implementation efforts to ensure full and effective implementation of the action and budget plan 2020.

The workshop was co-chaired by Mr. Heng Sophat, LEAP Project Manager, and Mr. Kheav Sophea, Financial Management Specialist from the World Bank. Opening remarks were delivered by Mr. Heng Sophat.

The 5th World Bank Implementation Support Mission meeting in Siem Reap province in June 2019 recommended that LEAP project management team strengthen financial management system and budget planning process. The WB mission team also discussed financial management capacities that need to be improved including competencies in budgeting, planning, accounting, monitoring and evaluation need to be reinforced at all operational levels of the LEAP financing system.

In his opening statement, Mr. Heng Sophat framed the principles of Financial Management Manual (FMM) and Guideline as a critical link that bridges the gap between LEAP’s implementers and the necessary financing to achieve project development objectives, and a means for all key actors, including skill development, infrastructure, procurement, M&E, to internalize LEAP project financing system into its work. He requested all training participants to identify and address gaps between current performance and standards through this training, supervision, and action planning. The LEAP project manager encouraged involved project staff to utilize the principles of FMM and guidelines for the concrete action and budget plan 2020 which support the implementation of LEAP project.

The training workshop was timely, as it comes a few days after the first budget call circular for the 2020 Budget, which includes instructions for all IAs and PCO to develop their activities into their budgets. Sector submissions for the Budget Framework Paper are due by November 2019.

The workshop was well attended by the finance planners and technical staff of the Ministry of Interior, Ministry of Agriculture, Forestry and Fisheries (MAF), Phnom Penh Capital Hall, and Siem Reap provincial Administration and Local NGOs.

The workshop featured a presentation by Financial Management Specialist from the World Bank, Mr. Kheav Sophea, highlighted the principles and procedure of budget planning, budget analysis, expenditure in financial agreement, category expenditure, the overview of contract management of infrastructure, contract register, Mr. Thou Pahna, M&E and LEAP project management consultant, presented the preparation of action and budget plan by sector, focusing on skill development, infrastructure, and self-help group, and Mrs. Teng Ratana, finance consultant, presented the form and budget planning 2020.
