The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance has received a Credit from International Development Associate (IDA) to fund the Livelihood Enhancement and Association of the Poor (LEAP) Project. The project is a 5- year funded by the World Bank with IDA Credit number 5960-KH with the project code P153591. The project has a total budget of SDR 15,100,000, approximately USD 20,170,000 and became effective on May 26, 2017 and has a closing date of November 30, 2022. There are National Agriculture Livelihood Specialist a above will be based in the Provincial Department of Agriculture, Forestry and Fisheries (PDAFF) in Siem Reap. The Specialist will work closely with the Sub management Team (SMT) in Siem Reap Provincial Administration as the SMT is responsible for all activities implemented in Siem Reap. The Specialist will also work closely with the NGO partners, consultants, and CAHEWs those have been contracted to support the establishment and operations of PGs, and ACs in the 47 target Communes/Sangkat in Siem Reap. The project development objective (PDO) is to improve access of poor and vulnerable households in selected communities to financial services, opportunities for generating income, and small-scale infrastructure, and to provide immediate and effective response in case of an eligible crisis or emergency. This would be achieved through the: (a) establishment of self-help groups (SHGs), savings and credit groups, producer groups, agricultural cooperatives and other peoples groups/organizations; (b) provision of capacity building and training to beneficiaries to improve their income generation opportunities; (c) establishment of private sector linkages to improve and expand market opportunities; and (d) identification and provision of community based social and economic infrastructure to help improve livelihood and economic productivity of the poor.

Roles and Responsibilities of Agriculture Livelihood Specialist:

The main responsibility of the Specialist is to ensure the design and delivery of high quality, demand driven agriculture, livestock and aquaculture technical assistance by MAFF, PDAFF and an NGO that will be contracted to support the establishment and basic functioning of Producer Groups (PGs), and Agricultural Cooperatives (ACs).

The Specialist is under the direct supervision of the Ministry of Agriculture, Forestry and Fisheries (MAFF), and s/he will be based in the Provincial Department of Agriculture, Forestry and Fisheries (PDAFF) in Siem Reap. The Specialist will work closely with the Sub-management Team (SMT)in Siem Reap Province as the SMT is responsible for all activities implemented in Siem Reap. The Specialist will also work closely with the partner NGOs, consultants, and CAHEWs those have been contracted to support the establishment and operations of PGs, and ACs in the 47 target Communes/Sangkat in Siem Reap.

The Specialist will implement and support implementation of activities that are in accordance with the Community Operations Manual, Project Implementation Manual, PG Guidelines, and AC Guidelines of LEAP, including the development or updating of procedures and training materials that elaborate on details which are needed, but not included in these documents.

Specific Tasks:
The Agriculture Livelihood Specialist will:
1. Prepare Annual Work Plans for MAFF/Provincial Department of Agriculture, Forestry and Fisheries (PDAFF) support to the formation and operations of PGs and ACs in the project target areas; Assist PDAFF and work closely with the SRP-SMT and the contracted partner NGOs to set up the PGs and ACs in the project target areas;
2. Work closely with SRP-SMT and partner NGOs to design and develop training modules on Institution Building component i.e., formation and strengthening of PGs, ACs, governance system, finance management, business plan development of Producers Groups (PGs) and Agriculture Cooperatives (ACs);
3. Discuss with PDAFF, SRP-SMT, and partner NGOs to conduct Training Need Assessment (TNA) of Producers Groups (PGs), and Agriculture Cooperatives (ACs) to develop tailor made training modules, training materials, and IEC materials (including audio visuals, posters, leaflets) on project promoted activities in agriculture, livestock, and aquaculture;
4. Design and develop tailor made technical training modules, training materials, and IEC materials (including audio visuals, posters, leaflets) on project promoted agriculture, livestock, and aquaculture for training CAHEWs and project beneficiaries i.e., PGs, ACs;
5. Support PDAFF and Partner NGOs to organize Training of Trainers (ToTs) for Commune Animal Health Extension Workers (CAHEWs) on Institution Building of PGs, and technical training on project promoted agriculture, livestock, and aquaculture-based livelihood activities, who in turn will provide trainings to SHG members, PG members, etc.
6. Work closely with SRP-SMT and partner NGOs to prepare annual training calendar for organizing productivity enhancement technologies, processing and value addition, and marketing trainings to activity based SHG members, PGs, and ACs;
7. Develop a monthly review and monitoring system on training and livelihood activities to review, support, and improve the performance of Community Animal Health Extension Workers (CAHEWs) by mobilizing adequate support from MAFF/ PDAFF and other resources for their professional and capacity development;
8. Drawing on international good practice and the existing material in the project manuals, advise and support the contracted NGOs on the design and development of Producers Group (PGs) protocols comprising formation & nurturing of PGs, roles & responsibilities of PGs and its members;
9. Design and Develop the AC guidelines as per the need of the LEAP project by drawing inputs from various sections/articles/provisions of Law on Agricultural Cooperatives of Cambodia;
10. Guide the planning and sequencing of farm and livestock interventions for PG members under LEAP;
11. Provide support to design the online MIS for PGs and ACs to capture real time data to take timely decision;
12. Coordinate the overall delivery of MAFF/PDAFF support, monitor (through the project’s online MIS) and report on progress through both internal MAFF reporting and through contributions to semi annual and annual project progress reports prepared by PCO at MOI;
13. Coordinate with MAFF/PDAFF to develop guidelines and protocols on Climate Smart Agriculture (CSA), Good Agriculture Practices (GAP), Productivity Enhancement programs such as System of Rice Intensification (SRI), Direct Seeded Rice (DSR), Eco Agriculture Activities (EAA), etc.
14. Coordinate with MAFF/PDAFF to organize trainings and provide handholding support to CAHEWs on CSA, GAP, SRI, DSR, EAA, etc., who in turn will implement these practices in the agriculture field of members of SHG and PG;
15. Coordinate with MAFF/PDAFF for development and delivery of training and support to CAHEWs to increase dietary diversity for improved nutrition at household level by promoting Home Nutrition Garden, Chicken /Pig raising and fish farming;
16. Coordinate with MAFF/PDAFF for development of guidelines and protocols, development and delivery of training, and support on protocols, guidelines and training materials for livestock rearing, vaccination, de-worming, artificial insemination, feeding & its processes, housing, etc. comprising activities or carried out by CAHEWs;
17. Coordinate with MAFF/PDAFF for induction of improved breeds in livestock to improve productivity, adapt to climate change, reduce mortality and increase body weight;
18. Coordinate with SRP-SMT and partner NGOs to identify buyers, establish market linkage, and work on higher price realization for the products produced by members of SHGs and PGs;
19. Prepare Monthly Planning and Progress Report (MPPR) and review against the Annual Work Program & Budget (AWPB);
20. Participate in review meetings, planning meetings, training & exposure programs, workshops, seminars, etc. as required by MAFF/PDAFF;
21. Travel for project related work, as advised by PCO, SRP-SMT, MAFF/PDAFF; and
22. Carry out additional tasks as assigned.

Minimum Key Qualifications:
The minimum qualifications required for these post as follows:
1. Has a Advanced Degree or Degree in Agriculture or Rural Development, or similar degree
2. Has experience of working with state institutions and NGOs for at least ten years in livelihood interventions such as farm and livestock.
3. Has experience of rolling out some or all of the programs that will included in the project such as Productivity Enhancement, Climate Smart Agriculture, Sustainable Agriculture Practices, Home Nutrition Garden, Chicken Raising, Pig Raising, Fish Farming, Frog Farming, etc.
4. Good interpersonal and communication skills and teamwork abilities
5. Has knowledge and experience of working with poor households.
6. Has experience conducting studies, workshops, seminars, review meetings, annual planning exercises, on farm and livestock topics.
7. Has experience working on livelihoods-based community institutions such as Producers Groups, Agricultural Cooperatives, etc.
8. Has experience of networking and partnership with organizations working in farm, livestock, processing, and marketing.
9. Experience of working knowledge in MS Word, MS Excel and MS Power-point
10. Ability to communicate well in English.
